Hmmm... technically, it's not really worse than a PG13 movie in content... but I'd say, because of themes, 16 and up.

It's absolutely possible. Any romance subplots are the result of you speaking to one of two characters, depending on your sex. As a male, you can speak to Ashley and Liara. As a female, you can speak to Kaiden and Liara. If you don't, you miss out on an achievement, but you avoid sexuality.

Language is a little more tricky, because there is some bad language in the game, but it's really not anything that you won't see in a PG13 movie.

So yeah. It's possible.

And, um... if that wasn't what you were asking... I'm sorry. Clarify, if that's the case. ;)
