Depends.
In games like Mass Effect, I prefer the assault rifle because the shotgun does only slightly more damage and over-heats too fast.
In a game with a good shotgun (See: Half-Life 2 or Halo) then sure.
It also depends on the situation, as it can be more efficient to use a rifle in some instances.
