The campaign wasn't near as good as the first, in my opinion. It still had some cool moments in it... but the first time you play through it you won't go "whoa" near as much. With all that being said, it's still a great game.
Oh, and there's Spec Ops, which is pretty much incredible.
And yeah, you can level up and all that good stuff on split screen... which is a huge plus for someone like you that doesn't Xbox Live.
So... yeah. I'd say it's worth a purchase, especially since the price has already come down quite a bit.
